About O Legal
O Legal is a Canada-based virtual law firm providing immigration legal services and strategic advisory services to individuals, businesses, and institutions operating across borders. The firm combines legal analysis with a strong understanding of political, regulatory, and international negotiation environments.
O Legal is founded and led by Rouba Wehbe, a lawyer admitted to the Barreau du Québec and the Law Society of Ontario. The firm draws on experience in immigration law, public policy, and international affairs, including prior advisory roles within the Parliament of Canada, academic teaching in law, and a Master’s degree in International Affairs (Diplomacy and Foreign Policy) from the Norman Paterson School of International Affairs (NPSIA).

Legal Services – Immigration
O Legal provides immigration legal services under Canadian law, with an emphasis on strategic assessment, compliance, and long-term immigration planning. Services are tailored to the circumstances of each matter and may include advisory, application-based, or representation services, depending on the nature and scope of the mandate.
Legal services are provided in accordance with applicable professional and regulatory obligations.
Advisory Services – Political Consulting & International Trade Negotiations
In addition to legal services, O Legal provides strategic advisory and consulting services related to political analysis, public policy, and international trade negotiations. This work is informed by studies in international affairs and experience within parliamentary and policy environments.
Advisory services may include policy-oriented analysis, briefing support, and strategic advisory assistance in connection with negotiation or stakeholder-engagement processes, including project-based mandates for institutional or organizational clients, depending on the nature of the engagement.
These services are non-legal in nature and are offered separately from legal representation.
